The command base deploys one additional construction drone per rank.

1	The command base deploys one additional stable construction drone and berth at rank 1; fleet capacity is L + 2 + R.
2	The command base deploys one additional stable construction drone and berth at rank 2; fleet capacity is L + 2 + R.
3	The command base deploys one additional stable construction drone and berth at rank 3; fleet capacity is L + 2 + R.
4	The command base deploys one additional stable construction drone and berth at rank 4; fleet capacity is L + 2 + R.
5	The command base deploys one additional stable construction drone and berth at rank 5; fleet capacity is L + 2 + R.
